Regular Meeting of July 27, 2015

1. Called to Order:
-The meeting was called to order by Chairman Herrick at 7:00 pm.
2. Adjustment to Agenda:
– Anne Zolotas made a motion to accept the minutes of the meeting of July 13, 2015 as written. The motion was seconded, all in attendance so voted and the motion carried.
4. Public input:
A. David Hobbs was present to advise that the youth “Tryathalon” will be held on the morning of August 23, 2015 at White’s Beach. West Shore Rd. will be narrowed for traffic during the event.
B. Jerry Werle asked about the Cota propane business at 33 Ferry Rd. Mitchel Cypes has been working with the Cotas’ and stated that they are in the process of moving and cleaning it up. He also suggested that fines for zoning violations be added to the new zoning regulations when they are re-worked.
5. New Business:
A. John Beaulac, Road Foreman, and John Roy, Road Commissioner, of the road department were present. They have received an application to add a power line in the Town right of way for approximately 900′ on Landon Rd. The original application was for an underground line. The power company and the road department would like to see above ground wires on poles rather than the underground wires. The consensus of the Board is that the Road Commissioner should edit the application to reflect the change of wires on poles and to sign the application.
-Regarding the improvement and repaving of South Street from Rt. 2 to Landon Rd., there was a $175,000. grant received from the State in 2014. The total cost of the project will be approximately $284,000., and the road department has the funds in their budget to complete the project. The grant request stated that the road would be widened by approximately 2′ on each side and that this work is in the Town right of way and is permissible. The reason for the improvements are to preserve the road and for the safety of pedestrians and cyclists and other users of the road. John Roy explained this project at the 2015 Town Meeting. The road width varies and is currently 20-22′ wide. There will also be approximately 1′ of 3/4 minus gravel to shim the edge of the pavement. John Beaulac stated that all numbers are approximate within inches, as it is not possible to pave to an exact width. The State will paint the yellow center lines, but not the white lane marker lines. Currently, there is not an estimate to paint the white lines, but it seems that it would be a good idea to paint them to define the 9′ travel lane. The Gardner family is generally in support of the project, but Nancy Gardner asked to meet with John Beaulac to show her where the road will end up adjacent to her property. Note that this project has nothing to do with the portion of South Street from Landon to Martin Roads.
– 3 paving bids were received for the project. After opening and reviewing the bids, Anne Zolotas made a motion to accept the bid from Pike Industries for $65.46/ton of material. The motion was seconded, all in attendance so voted and the motion carried.
B. Richard Amore and Caitlin Corkins were in attendance to present a discussion of grant opportunities for the Town from the State. They also described the current Village Center Designation in South Hero and Keeler Bay and that additional grants may be available for these areas. Their contact information is available in Town Hall if any questions come up.
C. Jonathan Shaw made a motion to support the green channel marker at the rail trail “cut” proposed by Mike Wickenden and Local Motion. The motion was seconded, all in attendance so voted and the motion carried.
D. Jonathan Shaw made a motion to set the 2015/2016 homestead tax rate at $1.808 per $100.00 of assessment and the non-resident tax rate at $1.812 per $100.00 of assessment. The motion was seconded, all in attendance so voted and the motion carried. Note that the all of Town’s portion is $0.29, and that the majority of our tax rate is set by the State for the education portion, and the Town has no say in that rate. Displeasure in the education tax rate should be directed to our State Legislators, as the Town has no control of it.
6. Old and Ongoing Business:
A. South Street project updates: Nothing new to report for the section from Landon to Martin Roads.
7. Administrative Assistant Report:

8. Other Business:
A. Skip Brown made a motion to sign the order #16-03 and pay the bills associated with said order. The motion was seconded, all in attendance so voted and the motion carried.
