Regular Meeting of April 11, 2016

1. Called to Order:
-The meeting was called to order by Chairman Shaw at 7:00 pm. After opening the meeting, Jonathan reported that he sent a note to the State Police lieutenant who was at the last meeting apologizing for Carol and George’s behavior.
2. Adjustment to Agenda:
– Anne Zolotas made a motion to accept the minutes of the meeting of March 28, 2016 with typo corrected. The motion was seconded all in attendance so voted and the motion carried.
4. Public input:
A. Gretchen Patterson has expressed interest in being the liaison between the library and the Selectboard but not be a trustee. The Selectboard is supposed to appoint a trustee so will wait to see if the current library trustees can find a candidate.
B. Mike Bishop and Nate Hayward of the SHVFD Building Committee were in attendance to request an hour long meeting with the Selectboard regarding future plans. Since George Rice and Carol Tremble will not be in attendance at the April 25, 2016 meeting, there will be a special meeting on May 2, 2016 at 7:00pm.
5. New Business:
A. Sheriff Ray C. Allen was in attendance to discuss the upcoming contract. As it stands now, the hours that the Grand Isle County Sheriff Dept. is on duty will not change, just the cost/hour. Other towns in the County are not as concerned about Sunday coverage, so if South Hero wanted coverage on Sunday, most of the cost would have to come from the Town. In the upcoming budget voted on at Town Meeting, funds were not increased to cover extra hours. The SHVFD, SH Rescue and State police can call Ray’s cell phone in an emergency when deputies are not on duty.
B. Katy Lord from the SH Land Trust discussed the Vermont Green Up Day which will be May 7. There are 3 volunteer opportunities available: Individual Roadside clean up/Whites Beach Cleanup/Wild Parsnip weeding at Round Pond. Green bags and possibly clear bags for recycling can be picked up at the new Land Trust office above Remedies Pharmacy. A BBQ will be held at Folsom for all volunteers. C. Julie and Nick Lane were present to explain the liquor license permit application for Snow Farm Vineyard for an outdoor patio area. Since David Lane prepared the application and was not present, more information is needed. It has come to the attention of the Selectboard that the new rooms built last year did not have a building permit and perhaps Snow Farm should get in touch to the Zoning Administrator to get clarification on what permits, if any, are necessary.
D. There was a joint meeting with some Selectboard members and the Road Commissioners from South Hero and Grand Isle to discuss the cooperation between the two Towns. Right now, there is good cooperation. There will be another meeting on Tuesday April 12 with the Road Commissioners and Road Foremen.
6. Old and Ongoing Business:
A. South Street reconstruction project from Landon to Martin Roads updates: Consulting engineer Evan Detrick explained to Jonathan that the Storm Water permit for this project will expire in August. The State is unclear whether bids can go out before the permit is renewed. More info to follow.
B. The final draft of the mediation for the Dennis and Charlene Johnson tax appeal is being completed. So far, the agreement has not been signed.
C. Camp Takumta believes that they should be real estate tax exempt . Camp Takumta has filed an appeal for a real estate tax exemption to the Superior Court. Even though the last Director said that he would not (and did not) ask for a tax exemption, apparently that will not be a factor in this case.
D. The Zolotoff Foundation also appealed to the Listers for real estate tax exemption for the brand new 12,000 square foot garage on Landon Rd., claiming it is storage for the (unpermitted) tool museum that is open a few days a year at Apple Island Resort campground. Carol Tremble made a motion to allow the Town Attorney review the Listers decision before it goes out. The motion was seconded all in attendance so voted and the motion carried.
7. Administrative Assistant Report:
A. A written report was submitted. A hard copy with discussion points can be seen in Town Hall.
8. Other Business:
A. Skip Brown made a motion to sign the order #16-21 and pay the bills associated with said order. The motion was seconded, all in attendance so voted and the motion carried.
B. Carol Tremble made a motion to reappoint Bob Buermann and Mike Guernsey to the Northwest Regional Planning Commission (NRPC). The motion was seconded, all in attendance so voted and the motion carried.
C. Carol Tremble made a motion to sign the liquor license renewals for McKee’s Island Pub. The motion was seconded, all in attendance so voted and the motion carried.
D. The UVM engineering group will meet with the Selectboard re: the proposed Park and Ride on April 25.
E. Anne Zolotas made a motion to name a new private road off of Sunset View Rd. “Viens Way”. The motion was seconded all in attendance so voted and the motion carried.
F. Carol Tremble made a motion to correct the error on the Grand List for a trailer removed from Keeler Bay Campground in 2013 that was still being taxed. The total is $669.71. The motion was seconded all in attendance so voted and the motion carried.
