Regular “5th Monday” Meeting of March 30, 2015

1. Called to Order:
-The meeting was called to order by Chairman Christopher Herrick at 7:00 pm.

3. New Business:
A. The draft of the updated Town Plan was presented and discussed by Co-chair of the PC, Terry Delano, with comments and clarification from other members of the PC in attendance. Feedback from Northwest Regional Planning (NRPC) and the State was followed for the update. Comments from the Selectboard and ZBA regarding the draft Plan should be sent to Terry Delano by April 13, 2015, so a final draft can be made ready for public hearings.
B. From the October 13, 2014 minutes:
“Elizabeth Gamache and Dave Halquist of VEC to discuss the proposed solar farm on the approx. 25 acre property that Mr. Lavin intends to keep and rent to them. They stated that it will be a “green” project that may enhance the Town’s image, and that more electric generation during the peak summer months will soon be necessary as the current wiring is getting close to capacity. If the project goes through, VEC will install infrastructure in the form of some access roadways and some underground wiring vaults that will enhance the value of the remaining Lavin Property. See the report in Town Hall. A motion was made and approved to support the VEC COOP Community Solar project.”
VEC is currently applying to the Public Service Board for this project. Carol Tremble made a motion to edit a letter of support for the VEC solar panel project, as discussed, and to allow Christopher Herrick to sign it. The motion was seconded, all in attendance so voted and the motion carried.
4. Other Business:
A. Carol Tremble made a motion to approve and sign the “REPORT OF FINDINGS AND COMPENSATION ORDER” for the South Street project as written. This order was reviewed by the Town Consulting engineer, Evan Detrick, Ande Deforge of VTrans and the Town attorney, Andy MacIlwaine. The motion was seconded, all in attendance so voted and the motion carried.
B. Anne Zolotas made a motion to allow Carol Tremble to go a property tax appeal workshop and for it to be paid for by the Town. The motion was seconded, all in attendance so voted and the motion carried.
C. A new retaining wall and driveway/parking area was constructed in the Town right of way on West Shore Rd. with no zoning permits or permission from the Selectboard. It may also be a violation of the State ANR since it falls within the Shoreland zone. Mitch will write a letter of violation to the landowners.
-Jonathan Shaw made a motion to adjourn 9:00 pm. The motion was seconded all in attendance so voted and the motion carried.
