Regular Meeting of December 14, 2015

1. Called to Order:
-The meeting was called to order by Chairman Shaw at 7:00 pm.
2. Adjustment to Agenda:
– Anne Zolotas made a motion to accept the minutes of the meeting of December 7, 2015 as written. The motion was seconded, all in attendance so voted and the motion carried.
4. Public input:
A. Gretchen Patterson presented a check from Granny’s Attic to the Town for the Granny’s Attic building restoration fund.
5. New Business:
A. Sheriff Ray C. Allen was present to discuss the Grand Isle County Sheriff 2016-2017 budget request. The hourly rate proposed is $44.00, which is $1.50 more than the last 2 years. Last year, South Hero contracted for 52 hours/week. Note, that in addition to the 5 Grand Isle County towns contracting separately for Sheriff services, +/-$328,000.00 is proposed in the County budget.
B. SHVFD Chief Kim Julow presented the Fire Department budget. The SHVFD proposes a budget of $111,174.00, which is an increase of approximately 1% from last year.
Kim thanks Anne Zolotas for spearheading the installation of the new dry hydrant on West Shore Rd.
C. Herman Fossi and Nancy Franz of South Hero Rescue would like to present a budget for the first time. For the past 45 years, South Hero Rescue has only used donated funds to cover their expenses. They are in need of more funding and want to ask the taxpayers for help. It was suggested that perhaps articles should be written since it is the first time requesting funds from taxes. They will come to a future meeting for further discussion and with an amount for funding.
D. Christopher Herrick, head of the Mason Lodge on South Street came to the meeting to inquire about adding an article to abate taxes for the Mason Lodge property or an article to ask for a donation from the Town. The Masons are a charitable organization whose members do volunteer work. This will be discussed further at a future meeting.
Note: So far all of the budgets presented are preliminary. They will have to be approved by the Selectboard at a later date and will be voted on by the voters at Town Meeting Day.
6. Old and Ongoing Business:
A. South Street Landon to Martin Rd. project updates: The State has asked for copies of cancelled checks that were received from the rights of way agreements. They were sent and now the Town is waiting for next steps from the State.
B. Regarding the proposed park and ride on Route 2, the UVM study will begin on February 11, 2016.
C. The general Town budget was worked on.
7. Administrative Assistant Report:
A. A written report was submitted. A hard copy with discussion points can be seen in Town Hall.
8. Other Business:
A. Anne Zolotas made a motion to sign the order #16-13 and pay the bills associated with said order. The motion was seconded, all in attendance so voted and the motion carried.
B. There will be a special meeting on January 4, 2015 to discuss the budgets further. There will not be a meeting on December 28, 2015.
C. George Rice went to the County budget meeting. The proposed County budget is $448,272.00 of which +/- is $328,000.00 is for the Sheriff and the rest for the Court House. South Hero does not know it’s allocation yet.
D. The appeal of the Denis and Charlene Johnson tax assessment will be going to mediation in late January or early February.
-Skip Brown made a motion to adjourn 10:10 pm. The motion was seconded all in attendance so voted and the motion carried.
