Regular Meeting of September 8, 2014
South Hero Town Hall, Monday 7:00 PM
Board Members Present: Jonathan Shaw, Skip Brown (also Board Secretary), Anne Zolotas
Board Members Not Present: Chris Herrick, Carol Tremble
Others Present: Sharon Roy, Town Clerk and Mitchel Cypes, Administrative Assistant. Also see sign in sheet.
1. Called to Order:
-The meeting was called to order by Acting Chairman Jonathan Shaw at 7:00 pm.
2. Adjustment to Agenda:
-Anne Zolotas would like to discuss rude bicyclists and motorists. It will be added to New Business
– Anne Zolotas made a motion to accept the minutes of the meeting of August 25, 2014 as written.
The motion was seconded, all in attendance so voted and the motion carried.
4. Public input:
A. Sandy Gregg said that the “STOP” sign at Kibbe Farm Rd. onto Kibbe Point Rd. is faded and illegible. Anne Zolotas said that the Road Crew is aware of it and will change it when a replacement is available.
- The “Welcome to South Hero” sign will have to be moved off the Fish and Wildlife property should a decision to re-route Featherbed Lane occur. David Carter of the defunct local Rotary Club Said that the Town owns the sign. A new location needs to be found with permission of landowner along Rte. 2.
5. New Business:
A. Janine Bellinghiri of the South Hero Volunteer Auxiliary was present to discuss Trunk or Treat on Friday October 31. Skip Brown made a motion to allow the parking lot at Folsom to be used from 4:30-6:00 pm. The motion was seconded, all in attendance so voted and the motion carried.
B. The Old White Meeting House (Grannies Attic) was inspected by Scott Newman of 106 Associates, Burlington, VT. Mr. Newman specializes in historic preservation. Recommendations were made for its preservation in a Conditions Assessment report. This report was funded by a matching grant from Preservation Trust of Vermont. It appears that further grant money may be available to help. The consensus of the Board is that the roof and foundations appear to be the most important projects. Where to find the matching grant money will be discussed at a future meeting.
C. Anne Zolotas commented on bikers and motorists not obeying traffic laws on Town roads and what to do about it. Brian Costello of Local Motion and the Grand Isle sheriff will be invited to a future meeting of offer their input.
6. Old and Ongoing Business:
A. South Street update: Only 6 of the rights of way (ROW) waivers have been received so far. This project has been held up approximately 2 years and many thousands of dollars trying to appease all involved along the road. Verbal affirmations of the latest plans with most of the homeowners affected were discussed and agreed upon, so the Town is concerned on how to proceed. Consulting engineer, Evan Detrick, will be present at the September 22nd meeting to discuss next steps in the process.
- The “Lavin Property” and the latest proposal for the Town to buy 30 of the 100 acres was discussed. The next steps will be discussed when there is a full Board available.
7. Administrative Assistant Report:
A. See the written report available in Town Hall for discussion points.
B. Ads for the opening in the Zoning Board of Adjustment (ZBA) and Recreation Commission were placed in the Islander. So far, no applications have been received.
C. The “5th Monday” Selectboard agenda will be suggested by the Planning Commission and ZBA. Permit fees and forms will be one item discussed.
8. Other Business:
A. Skip Brown made a motion to sign the order #15-06 and pay the bills associated with said order. The motion was seconded, all in attendance so voted and the motion carried.
B. VTrans officials will be at the Sept. 22nd meeting to discuss the repaint on Route 2 at Peter’s Hill.
C. Anne Zolotas made a motion to enter executive session at 8:00 pm. The motion was seconded, all in attendance so voted and the motion carried. Executive session ended at 8:10 pm. Upon exiting executive session Anne Zolotas made a motion to activate a 3% raise retroactive to the beginning of the fiscal year as budgeted for the road crew and assistant town clerk. The motion was seconded, all in attendance so voted and the motion carried.
-Anne Zolotas made a motion to adjourn 8:20 pm. The motion was seconded all in attendance so voted and the motion carried.
