Regular Meeting of December 22, 2014
South Hero Town Hall, Monday 7:00 PM
Board Members Present: Skip Brown (also Board Secretary), Anne Zolotas, Jonathan Shaw, Chris Herrick, Carol Tremble
Board Members Not Present: none
Others Present: Sharon Roy, Town Clerk. Mitchel Cypes, Administrative Assistant. Also see sign in sheet.
1. Called to Order:
-The meeting was called to order by Chairman Chris Herrick at 7:00 pm. Chris asked for a moment of silence due to the passing of George Nelson from the GISU.
2. Adjustment to Agenda:
-Add an executive session to Other Business
– Anne Zolotas made a motion to accept the minutes of the meetings of December 8, 2014 as written. The motion was seconded, all in attendance so voted and the motion carried.
4. Public input:
A. Sandy Gregg questioned the propane tanker truck parked near Wally’s Bagels. Chairman Chris Herrick is also chief of the VT Hazardous Materials Response Team. He advised that the trailer was red flagged and will not be dispensing propane from that location.
5. New Business:
A. Sarah Lemnah of CVAA presented a budget request. She suggested the same amount as last year.
B. Kim Julow, Chief of the SHVFD presented a budget request. She proposed a slightly lower budget than last year.
C. A joint meeting with the School Board and Library Trustees will be held sometime in the New Year. Mitch will get in contact with them and will try set it up in January.
6. Old and Ongoing Business:
A. South St. project updates: The condemnation hearing has been scheduled for January 8, 2015 for any property owners who have not signed the right of way agreement. The meeting will be warned and letters have gone out to the affected landowners.
B. The landfill post closure plan was discussed. Mitch will review any steps outlined in the plan and report back to the Board.
C. The Town budget was worked on.
7. Administrative Assistant Report:
A. See the written report in Town Hall for discussion points not outlined in these minutes.
8. Other Business:
A. Skip Brown made a motion to sign the order #15-13 and pay the bills associated with said order. The motion was seconded, all in attendance so voted and the motion carried.
B. It was brought to the Board’s attention that the Town had to pay over $7000.00 in fines to the State due to a late school tax payment.
C. Petitions for open Selectboard seats, Town Clerk and other elected town officials will be due by January 20, 2015.
D. Anne Zolotas made a motion to go into executive session for personnel matters at 9:50 pm. The motion was seconded, all in attendance so voted and the motion carried. The executive session was exited at 10:30 pm. No action was taken after the executive session.
-Jonathan Shaw made a motion to adjourn 10:31 pm. The motion was seconded all in attendance so voted and the motion carried.
