Regular Meeting of July 22, 2013
South Hero Town Hall, Monday 7:00 PM
Board Present: Chris Herrick, Jonathan Shaw, Skip Brown (also Board Secretary), Sarah Jacoby, Anne Zolotas

1. Called to Order:
-The meeting was called to order by Chairman Chris Herrick at 7:00 pm.
– Jonathan Shaw made a motion to accept the minutes of the regular meeting on July 8, 2013 as amended, seconded by Anne Zolotas. All so voted and the motion carried.
3. Public input:
A. Mitchell Richardson was present to discuss the progress of the mitigation on Sunrise Drive. He said that there are hearings scheduled with the State wetlands department this week before the issue can be closed. See below for more information regarding this matter.
4. New Business:
A. Todd Cox, Chair of the Planning Commission was present to discuss the reorganization of the Board. He will now be Co-Chairman with Jonathan Shaw and George â€œTerryâ€ Delano will be clerk.
B. The Board would like to thank Glen Wright for the mowing around the trail at South Hero Recreation Park.
5. Old Business:
A. South Street update: Waivers for right of way easements were discussed. Vermont AOT is still reviewing them, and we have to wait for their approval before proceeding. Hopefully, this will be complete in August.
B. Brett Corbin was present to discuss the proposal from Jan Lewandoski Restoration to restore the Grannyâ€™s Attic cupola, shore up the roof of the building, and reinstall said cupola. Brett and Jonathan Shaw got great recommendations for the Company. They can probably start the work in September. The contractor does not feel that a structural engineer is necessary, and the consensus of the Board is to go on his recommendation. The contractor will meet current State building codes on the new work being done. There was a possibility of a grant from Preservation Trust to help offset some of the costs, but it is not a sure thing and the timing will not work well for this project. Brett will explore if a grant opportunity exists for other work that the building may need. The Board thanks Brett for the work done so far on this project.
C. Minner Hobbs of South Hero Land Trust (SHLT) was present with Hannah and Eric Noel, tenants at the recently conserved Sawyer Bay Farm. There was a discussion about agricultural fences in the Town right of way (ROW). Agriculture is exempt from many zoning permits. In discussion with Northwest Region Planning, items in Town ROW should be addressed in the Town road ordinance. There is not currently a policy against this, so farm fences in the ROW are able to be there.
D. The Town road ordinance was discussed. Mitchell will draft some language to be possibly added to the exiting road policy and it will be discussed at future Board meetings.
6. Administrative Assistant Report:
A. See the written report submitted for discussion points.
7. Other Business:
A. There was a joint meeting with the school board on July 16. The school building committee has not budgeted much money for maintenance in the past. It was discussed how the school is also a community center, and if the fees charged for its use enough to cover the costs. More discussion on this will follow. There will be separate minutes about this meeting forthcoming.
B. Sarah Jacoby made a motion to go into executive session at 8:20 to discuss legal matters, seconded by Anne Zolotas. All so voted and the motion carried.
C. Anne Zolotas made a motion to exit executive session at 8:25, seconded by Sarah Jacoby. All so voted and the motion carried. Upon exiting executive session, Sarah Jacoby made a motion to accept the attorneyâ€™s recommendation to settle the Mitchell Richardson, Sunrise Drive case, seconded by Anne Zolotas. All so voted and the motion carried.
D. The old town dump water monitoring report was discussed.
– Sarah Jacoby made a motion to adjourn at 8:57 pm, seconded by Jonathan Shaw. All so voted and the motion carried.
