7:05PM: T Maxham opened the meeting for both boards
7:12: Doug presented history of the park and ride (Doug stepped out of quorum to present)
Original site on Featherbed (?) lane, but site did not meet needs – hard to see intersection and neighbors had lots of issues
State Grant runs through 3/17 $15k
State Grant requires town owns / has 20-year lease on property
UVM capstone project senior students in Environmental Engineering Department performed study and design work
Explained the exhibits that were part of the submittal including: Figure 1.2 Proposed Site Location Map; Drone aerial image; Design Alternative 1b dated March 23, 2016; Google Map marked up by Agency of Transportation. All four (4) exhibits were provided to the two boards and the public.
30’ pavement with proper radiuses per the AoT’s standards
Min requirement for grant is 10 spaces – showing 12 on the site

P. Delano questioned the AOT’s addition of the bus stop – DP responded the school bus turns around there now and there has been talk about a community bus stop being introduced to the
Clarification from the public Bob Derman of GMAOT: bus requirements are for two egresses: One entry and one exit
J Baker: Lighting? DP: none as of now but possibility for more in the future
7:23 T Maxham: room for expansion if needed; AOT is requiring exit from north because of crest at hill north of the park and ride.
Electrical poles in the area? No power at salt shed (T Maxham)
7:25PM Tad Wilder from the public question: wanted more information regarding which entry is entry and which is exit DP explained the distance between both and differentiation was determined by AOT
Thinks the cars are hidden by trees and is a security issues – opinion is to have cars in open and move exits to accommodate visual connectivity to the road from the cars.
Lighting – at least one street light would be an advantage for security and safety – would go on towns electrical bill
7:29PM: Nate Hayward there is a utility pole on route 2 adjacent to the property from which lighting / power can be pulled
7:30PM Pam Button has the Sherriff been consulted regarding potential security concerns? DP: No
Existing layout provides ‘great’ opportunity for malfeasance
Would not like it to be lit up ‘like a Christmas tree’ would not fit into the character of the town and worried about light pollution around property
Why put a park and ride at the fringe of the town – why not keep movement going south
If a bus stop then it’s not a safe road to walk on – bus riders probably do not have a car
This area around Route 2 area is prone to accidents. Response by George Delano: Numbers / analysis of accidents in / around the area was done by the students
Proposed a park and ride be located at the soon to be vacant fire station – more central and easier pull in
7:35 PM Jennifer Buckner Townline Road.
Worried about exiting the parking lot you’re taking a chance with cars driving south.
7:36PM T. Maxham agrees there should be lighting – is town property town uses salt shed to store – T Maxham uses the entry to access the fields several times a year via a gentlemen’s agreement with road foreman right away on buttons property. Response from DP: study had originally suggested that the entry should be shut off but was retracted to allow for farm traffic
739: Wonder what the general mischievous behaviors have been associated with similar sized park and ride. Resonpone DP: St albans and ALberg not lit
7:40PM Al (?) Buckman: looked up main crimes associated with park and rides – typ break ins of car nothing that radiates out to neighborhood
7:41PM Bob Derman : one place found meets the criteria, town can afford, has/would drive a mile to go north to go south, community has no other public transportation (Maza (?) will not support public bus unless there is park and ride)
Jan: traffic alleviation and pollution minimization
Jim: Is ferry dock considered a park and ride – Bob Derman: ferry park is a target for loop of bus but haven’t gotten ferry to commit.
Sandy: if this becomes a bus stop – will they put a shelter on the site? Bob: the transportation agency plans to have shelters at every stop
Tom Button: Does this require a change in zoning? Response by George D: No – conditional use within rural residential zone (does it change character of the neighborhood) Tom Button: in town plan how is it designated George D: this site is outside the district of the town plan Tom: wanted to know when this was introduced? Bob: this site has been under discussion for 3 or 4 years Tom: heated DP: report was posted and advertised in april of 2016 has been in public meetings. This site has been on front porch forum, in the islander and listed on the town website. GD: this is not the place to discuss
Tad Wilder: not a lot of people from south hero will use it – more for grand isle

7:59PM Nate Hayward wanted to review the text from the reviewed application for property – attorney proposed ‘living units’ and George D responded
South hero development regulations: Dwelling Units is defined
State have language regarding what can be put on a deferred lot? Partition agreement by the courts – a living unit would violate the partition agreement. Refer to waste water state permits language of deferred lot.
Submitted two copies of plats for submission to the town. Blanks on the document for decisions – family moving into 18 Colodny closing on the 24th would like to move forward as quickly as possible.

George Delano: note from Sharon Act 250 hearings are not being publicized in writing, but electronically. Sharon has to be authorized to receive messages on behalf of the Planning Board – Town clerk can be liaison. Will the PC approve her as liason? PC agrees
Doug presented his letter for the select board regarding the speed limit change and no passing zone. ZBA, J baker and s corbin were concerned about the parking (determined to be taken up another date) ZBA was curious about extending the speed limit to the keeler bay region, but that was to be taken up at another date – outside the purview of the MKN application.
Rhenry suggested the terms large and small be revised to be more descriptive and quantitative – DP agreed and will revise before submitting to select board on monday
